The new Construction Act or the laws on banking identity, on the right to digital services, on accelerating the construction of linear infrastructure, or on building information modelling, and the Prague, Brno and Ostrava building regulations – all these are new and useful pieces of legislation with the contribution of HAVEL & PARTNERS’ experts. We are actively involved in the drafting of new laws and regulations and thus strive to promote innovation, development and cultivation of the Czech legal system and society.

The first four laws mentioned above have contributed to new and more effective practice in their respective areas and were named Laws of the Year, competition organised by Deloitte. They were also appreciated by the general and professional public. No public institution or private company has had so much success since the competition’s inception.

Our legislative team is led by partner František Korbel, a university lecturer at the Faculty of Law of Charles University in Prague, a member of the Legislative Council of the Government and former legislative deputy of several ministers of justice, who was responsible for drafting the new Civil and Criminal Codes and dozens of other laws. Other members of the team also have experience from the Legislative Council of the Government and its various commissions, from ministries, parliament and other public and state bodies. One of them is Dana Prudíková, the former Chief Director of Legislation at the Ministry of Justice, and Deputy for Legislation and International Relations at the Ministry of Education.

We are involved in the preparation of new regulations, from the drafting and modification of laws, methodologies and internal regulations to their negotiation, commenting, implementation and impact assessment on business and public administration. We work for ministries, state institutions, local governments, professional chambers, corporations and non-profit organisations, while our client is actually the entire Czech society, for which we help prepare quality, functional legislation.

We have worked on numerous projects for the Railway Administration, the Road and Motorway Directorate and the Ministry of Transport concerning the construction of new transport infrastructure, including the first projects for high-speed railway lines.
